[1038] For whomever the verbal formation (vacīsaṅkhāra) arises, does the mental formation (cittasaṅkhāra) arise for him?

Or rather, for whomever the mental formation arises, does the verbal formation arise for him?
At the moment of the arising of a mind (citta) devoid of thought-conception and discursive thought (vitakka-vicāra), for those [persons] the mental formation arises, but the verbal formation does not arise for them; at the moment of the arising of thought-conception and discursive thought, for those [persons] both the mental formation arises and the verbal formation arises.
