[1090] For whomever the verbal formation (vacīsaṅkhāra) arises, will the mental formation (cittasaṅkhāra) arise for that one?
At the moment of arising (uppādakkhaṇa) of the final mind (pacchimacitta) accompanied by thought-conception (vitakka) and discursive thought (vicāra), for those [beings] the verbal formation arises, but the mental formation will not arise for them. For the others, at the moment of arising of thought-conception and discursive thought, for them both the verbal formation arises and the mental formation will arise.
Or rather, for whomever the mental formation will arise, does the verbal formation arise for that one?
For all [beings] at the moment of dissolution (bhaṅgakkhaṇa) of the mind (citta), at the moment of arising of a mind without thought-conception and discursive thought, for those who have attained cessation (nirodhasamāpanna), and for non-percipient beings (asaññasatta), for them the mental formation will arise, but the verbal formation does not arise for them. At the moment of arising of thought-conception and discursive thought, for them both the mental formation will arise and the verbal formation arises.
