[1045] For whomever the verbal formation (vacīsaṅkhāra) does not arise, does the mental formation (cittasaṅkhāra) not arise for that one?
For those at the moment of the arising of a mind (citta) without thought-conception (vitakka) and discursive thought (vicāra), the verbal formation does not arise, but it is not the case that the mental formation does not arise for them. For all [beings] at the moment of the dissolution of the mind, for those who have attained cessation (nirodhasamāpanna), and for non-percipient beings (asaññasatta) — for them the verbal formation does not arise and the mental formation does not arise.
Or, for whomever the mental formation does not arise, does the verbal formation not arise for that one?
