[1185] For whomever the verbal formation (vacīsaṅkhāra) does not arise, does the mental formation (cittasaṅkhāra) not cease for him?
For all [beings], at the moment of the dissolution (bhaṅgakkhaṇa) of mind (citta), the verbal formation does not arise for them, yet it is not the case that the mental formation does not cease for them. At the moment of the arising (uppādakkhaṇa) of a mind devoid of thought-conception (vitakka) and discursive thought (vicāra), for those who have attained cessation (nirodhasamāpanna), and for non-percipient beings (asaññasattā), the verbal formation does not arise for them and the mental formation does not cease.
Or rather, for whomever the mental formation does not cease, does the verbal formation not arise for him?
At the moment of the arising of thought-conception and discursive thought, the mental formation does not cease for them, yet it is not the case that the verbal formation does not arise for them. At the moment of the arising of a mind devoid of thought-conception and discursive thought, for those who have attained cessation, and for non-percipient beings, the mental formation does not cease for them and the verbal formation does not arise.
