[1213] For whomever the verbal formation (vacī-saṅkhāra) does not arise, will the mental formation (citta-saṅkhāra) of that one not cease?
For all [beings] at the moment of the dissolution of mind (citta), [and] at the moment of the arising of a mind devoid of thought-conception (vitakka) and discursive thought (vicāra), for those who have attained cessation (nirodhasamāpanna), and for non-percipient beings (asaññasattā): for them the verbal formation does not arise, yet it is not the case that their mental formation will not cease. At the moment of the dissolution of the final mind (pacchimacitta), for them the verbal formation does not arise and the mental formation will not cease.
Or rather, for whomever the mental formation will not cease, does the verbal formation not arise for that one?
