[1123] For whomever the verbal formation (vacīsaṅkhāra) does not cease, does the mental formation (cittasaṅkhāra) not cease for that one?
At the moment of dissolution (bhaṅgakkhaṇa) of a mind (citta) without thought-conception (vitakka) and discursive thought (vicāra), the verbal formation of those [beings] does not cease, but it is not the case that the mental formation of those [beings] does not cease. For all [beings] at the moment of arising (uppādakkhaṇa) of mind, for those who have attained cessation (nirodhasamāpanna), and for non-percipient beings (asaññasatta), the verbal formation of those [beings] does not cease, and the mental formation does not cease.
Or, on the other hand, for whomever the mental formation does not cease, does the verbal formation not cease for that one?
