[1206] For whomever the verbal formation (vacīsaṅkhāra) arises, will that one's mental formation (cittasaṅkhāra) cease?
Yes.
Or else, for whomever the mental formation will cease, does the verbal formation arise for that one?
For all [beings] at the moment of the dissolution of the mind (citta), for those at the moment of the arising of a mind devoid of thought-conception (vitakka) and discursive thought (vicāra), for those who have attained cessation (nirodhasamāpanna), and for non-percipient beings (asaññasattā): their mental formation will cease, but the verbal formation does not arise for them. For those at the moment of the arising of thought-conception and discursive thought: their mental formation will cease and the verbal formation arises.
