For all [beings] at the moment of the arising (uppādakkhaṇa) of mind (citta); at the moment of the dissolution (bhaṅgakkhaṇa) of a mind devoid of thought-conception (vitakka) and discursive thought (vicāra); for those attained to cessation (nirodhasamāpanna); and for non-percipient beings (asaññasattā): their mental formation had ceased, but their verbal formation does not cease. At the moment of the dissolution of thought-conception and discursive thought, their mental formation had ceased, and their verbal formation ceases.
