At the moment of dissolution (bhaṅgakkhaṇa), mind has arisen, but that mind does not arise; at the moment of arising (uppādakkhaṇa), mind both has arisen and arises.
Whatever mind does not arise, has that mind not arisen?
At the moment of dissolution, mind does not arise, but it is not the case that that mind has not arisen; past and future mind neither arises nor has arisen.
Or else, whatever mind has not arisen, does that mind not arise?
Yes.
