[240] Now here, bhikkhus, incoming (āgantuka) bhikkhus see the manner of residents, the characteristic of residents, the mark of residents, the indication of residents belonging to the resident (āvāsika) bhikkhus — beds and benches well laid out, mattresses and pillows, drinking water and washing water well set in place, the cells well swept. Having seen this, they become doubtful: "Are there resident bhikkhus, or are there not?" Being doubtful, they do not search; not having searched, they hold the invitation ceremony (pavāraṇā): an offense of wrong-doing (dukkaṭa). … Being doubtful, they search; having searched, they do not see them; not having seen them, they hold the pavāraṇā: no offense.
