[1097] Dependent on a phenomenon (dhamma) associated with neither-painful-nor-pleasant feeling (adukkhamasukhā vedanā), a phenomenon associated with neither-painful-nor-pleasant feeling arises, not by kamma condition (na-kamma-paccayā).
Dependent on the aggregates (khandhā) associated with neither-painful-nor-pleasant feeling, there arises volition (cetanā) associated with neither-painful-nor-pleasant feeling.
