[1641] A phenomenon (dhamma) that is not-clung-to and not conducive to clinging (anupādinna-anupādāniya) is a condition for a phenomenon that is clung-to and conducive to clinging (upādinnupādāniya) by decisive-support condition (upanissaya-paccaya). … It is a condition by postnascence condition (pacchājāta-paccaya).
