[819] Dependent on a phenomenon having roots to be abandoned by development (bhāvanāya pahātabbahetuka) and a phenomenon having roots to be abandoned neither by seeing nor by development (neva dassanena na bhāvanāya pahātabbahetuka), there arises a phenomenon having roots to be abandoned by development, by root condition (hetu-paccaya).
