[890] A phenomenon (dhamma) with a root to be abandoned by development (bhāvanāya pahātabbahetuka) [is a condition] for a phenomenon with a root to be abandoned by development and for a phenomenon with a root to be abandoned neither by seeing nor by development (nevadassanena-na-bhāvanāya-pahātabbahetuka) … Taking as object the aggregates (khandha) with roots to be abandoned by development, aggregates accompanied by restlessness (uddhacca), and delusion (moha), arise.
