[903] A phenomenon (dhamma) whose roots are to be abandoned by development (bhāvanāya-pahātabba-hetuka) and a phenomenon whose roots are to be abandoned neither by seeing nor by development (neva-dassanena-na-bhāvanāya-pahātabba-hetuka) are a condition for a phenomenon whose roots are to be abandoned by development and for a phenomenon whose roots are to be abandoned neither by seeing nor by development … Taking as object (ārabbha) the aggregates (khandhā) accompanied by restlessness (uddhacca), and delusion (moha), aggregates accompanied by restlessness, and delusion, arise.
