At the moment of rootless rebirth-linking (paṭisandhi) … up to the non-percipient beings (asaññasattā); dependent on the aggregates accompanied by doubt (vicikicchā), accompanied by restlessness (uddhacca), the delusion (moha) accompanied by doubt, accompanied by restlessness [arises].
