[420] Dependent on a phenomenon (dhamma) that is a root (hetu) and has roots to be abandoned by development (bhāvanāya pahātabbahetuka), there arises a phenomenon that is a root and has roots to be abandoned by development, not by predominance condition (na-adhipati-paccayā): nine.
