[431] Dependent on a phenomenon (dhamma) that is a root (hetu) and that has roots to be abandoned neither by seeing (dassana) nor by development (bhāvanā), there arises a phenomenon that is a root and that has roots to be abandoned neither by seeing nor by development — by root condition (hetu-paccaya).
