[394] In dependence on (paṭicca) a phenomenon (dhamma) that is a root (hetu) and is to be abandoned neither by seeing nor by development (neva-dassanena-na-bhāvanāya-pahātabba), there arises a phenomenon that is a root and is to be abandoned neither by seeing nor by development — not by predominance condition (na adhipati-paccayā).
