[393] Dependent on a phenomenon (dhamma) that is a root (hetu) and is to be abandoned neither by seeing nor by development (neva dassanena na bhāvanāya pahātabba), a phenomenon that is not a root and is to be abandoned neither by seeing nor by development arises, not by object condition (ārammaṇa-paccaya).
