[392] Dependent on a phenomenon (dhamma) that is not a root (na-hetu) and is to be abandoned neither by seeing nor by development (neva-dassanena-na-bhāvanāya-pahātabba), there arises a phenomenon that is not a root and is to be abandoned neither by seeing nor by development — not by root condition (na hetu-paccaya).
