[1040] Dependent on a phenomenon (dhamma) that is both a root and accompanied by roots (hetuñceva-sahetukañca) and is a root (hetu), a phenomenon that is not both-a-root-and-rootless (na-hetuñceva-na-ahetukañca) and is not a root (na-hetu) arises by root condition (hetupaccayā).
