[1446] Dependent on a phenomenon (dhamma) that is not a fetter (na-saññojana) and is not without conflict (na-araṇa), a phenomenon that is a fetter (saññojana) and is accompanied by conflict (saraṇa) arises by root condition (hetupaccayā).
