[751] Dependent on a wholesome (kusala) phenomenon (dhamma) without applied thought and with sustained thought only (avitakkavicāramatta), a not-wholesome (na-kusala) phenomenon that is not without applied thought and with sustained thought only (na-avitakkavicāramatta) arises by root condition (hetupaccayā).
