Kiccādhikaraṇa

Vinayapiṭaka · Cūḷavagga (1) · Vol. 6 · Section 651

[651] Therein, what is a legal issue arising from dispute (vivādādhikaraṇa) that is unwholesome (akusala)? Here, bhikkhus, bhikkhus with unwholesome minds dispute, saying: "It is Dhamma," or "It is not Dhamma," … "It is a grave offence (duṭṭhullā āpatti)," or "It is not a grave offence." Whatever quarrelling, contention, wrangling, dispute, divergent speech, contradictory speech, speech tending toward friction, and strife there is therein — this is called a legal issue arising from dispute that is unwholesome.
