[653] Herein, what is a legal issue arising from dispute (vivādādhikaraṇa) that is indeterminate (abyākata)?
Here, bhikkhus, bhikkhus with indeterminate minds dispute with a bhikkhu, saying: "It is Dhamma," or "It is not Dhamma" … "It is a grave offence (duṭṭhullā āpatti)," or "It is not a grave offence." Whatever quarrelling, strife, contention, dispute, divergent speech, contradictory speech, speech tending to exasperation, and wrangling there is therein — this is called a legal issue arising from dispute that is indeterminate.
