[663] Herein, what is a legal issue concerning duties (kiccādhikaraṇa) that is indeterminate (abyākata)? Whatever formal act (kamma) the Saṅgha performs with an indeterminate mind (citta) — an act of announcement (apalokanakamma), an act with a motion (ñattikamma), an act with a motion and one proclamation (ñattidutiyakamma), an act with a motion and three proclamations (ñatticatutthakamma) — this is called a legal issue concerning duties that is indeterminate.
