[334] Now at that time the Saṅgha had no assigner of cloths (sāṭiyagāhāpaka) … no assigner of bowls (pattagāhāpaka) … no supervisor of monastery attendants (ārāmikapesaka) … no supervisor of novices (sāmaṇerapesaka). The novices, not being directed, did no work. They reported this matter to the Blessed One. "Bhikkhus, I allow the agreement upon a bhikkhu possessed of five qualities as supervisor of novices: one who would not go a wrong course through desire, would not go a wrong course through hatred, would not go a wrong course through delusion, would not go a wrong course through fear, and who would know what has been directed and what has not been directed."
