[539] Now at that time bhikkhus who were foolish and incompetent suspended the exhortation (ovāda) … They reported this matter to the Blessed One … "Bhikkhus, the exhortation is not to be suspended by one who is foolish and incompetent. Whoever should suspend it commits an offence of wrongdoing (dukkaṭa)."
