[540] Now at that time bhikkhus suspended the exhortation (ovāda) without a proper matter, without a proper reason. … They informed the Blessed One of this matter. … "Bhikkhus, the exhortation is not to be suspended without a proper matter, without a proper reason. Whoever should suspend it commits an offense of wrong-doing (dukkaṭa)."
