[541] Now at that time, bhikkhus, having suspended the exhortation (ovāda), did not give a decision (vinicchaya). They informed the Blessed One of this matter. "Bhikkhus, having suspended the exhortation, a decision is not to be withheld; whoever should not give one commits an offense of wrong-doing (dukkaṭa)."
