[1163] "Venerable sir, possessed of how many factors should a formal act (kamma) be carried out against a bhikkhu?"
"Upāli, a formal act should be carried out against a bhikkhu possessed of five factors. Of which five? He is shameless (alajjī); he is foolish; he is not of regular standing (apakatatta); he holds wrong view; and he is defective in livelihood. A formal act should indeed be carried out, Upāli, against a bhikkhu possessed of these five factors.
"A formal act should be carried out, Upāli, against a bhikkhu possessed of five further factors. Of which five? He is defective in virtue with regard to the higher virtue; he is defective in conduct with regard to the higher conduct; he is defective in view with regard to view that goes beyond (atidiṭṭhi); he holds wrong view; and he is defective in livelihood. A formal act should indeed be carried out, Upāli, against a bhikkhu possessed of these five factors.
"A formal act should be carried out, Upāli, against a bhikkhu possessed of five further factors. Of which five? He is possessed of bodily frivolity; he is possessed of verbal frivolity; he is possessed of frivolity of both body and speech; he holds wrong view; and he is defective in livelihood. A formal act should indeed be carried out, Upāli, against a bhikkhu possessed of these five factors.
"A formal act should be carried out, Upāli, against a bhikkhu possessed of five further factors. Of which five? He is possessed of improper conduct by body; he is possessed of improper conduct by speech; he is possessed of improper conduct by both body and speech; he holds wrong view; and he is defective in livelihood. A formal act should indeed be carried out, Upāli, against a bhikkhu possessed of these five factors.
"A formal act should be carried out, Upāli, against a bhikkhu possessed of five further factors. Of which five? He is possessed of harmful behavior by body; he is possessed of harmful behavior by speech; he is possessed of harmful behavior by both body and speech; he holds wrong view; and he is defective in livelihood. A formal act should indeed be carried out, Upāli, against a bhikkhu possessed of these five factors.
"A formal act should be carried out, Upāli, against a bhikkhu possessed of five further factors. Of which five? He is possessed of wrong livelihood by body; he is possessed of wrong livelihood by speech; he is possessed of wrong livelihood by both body and speech; he holds wrong view; and he is defective in livelihood. A formal act should indeed be carried out, Upāli, against a bhikkhu possessed of these five factors.
"A formal act should be carried out, Upāli, against a bhikkhu possessed of five further factors. Of which five? Having committed an offense and having had a formal act carried out against him, he confers full ordination; he gives dependence (nissaya); he has a novice (sāmaṇera) attend upon him; he consents to being appointed as exhorter of bhikkhunīs; and even when so appointed, he exhorts bhikkhunīs. A formal act should indeed be carried out, Upāli, against a bhikkhu possessed of these five factors.
"A formal act should be carried out, Upāli, against a bhikkhu possessed of five further factors. Of which five? He commits that very offense on account of which the formal act was carried out against him by the Saṅgha, or another of the same kind, or one still worse than that; he criticizes the act; he criticizes those who carried out the act. A formal act should indeed be carried out, Upāli, against a bhikkhu possessed of these five factors.
"A formal act should be carried out, Upāli, against a bhikkhu possessed of five further factors. Of which five? He speaks dispraise of the Buddha; he speaks dispraise of the Dhamma; he speaks dispraise of the Saṅgha; he holds wrong view; and he is defective in livelihood. A formal act should indeed be carried out, Upāli, against a bhikkhu possessed of these five factors."
