[1358] In a formal act (kamma) to be performed by a group of four (catuvagga-karaṇa), four bhikkhus who are regular in standing (pakatatta) are those entitled to constitute the act (kammappatta); the remaining bhikkhus regular in standing are those entitled to convey consent (chandāraha). The one in regard to whom the Saṅgha performs the act is neither entitled to constitute the act nor entitled to convey consent, but rather is subject to the act (kammāraha).
