Saṅghādisesakaṇḍa

[254] A bhikkhu having a large dwelling (vihāra) built commits three offences (āpatti): while he is having it built, for each act of effort there is an offence of wrong-doing (dukkaṭa); when one lump has not yet arrived, there is an offence of grave transgression (thullaccaya); when that lump has arrived, there is an offence entailing a formal meeting of the Saṅgha (saṅghādisesa).
