Ābatnnissaggiyakaṇḍa

[255] Charging a bhikkhu with an unfounded (amūlaka) matter involving pārājika, one commits three offenses (āpatti): not having had leave (okāsa) made, he speaks intending to make him fall away — an offense of wrong-doing (dukkaṭa) together with saṅghādisesa; having had leave made, he speaks intending to abuse — an offense of insulting speech (omasavāda).
