[521] Where was the saṅghādisesa laid down for a bhikkhunī who reinstates (osāreti) — without having obtained the consent of the Saṅgha that carried out the act (kārakasaṅgha), and without knowing the wish of the group (gaṇassa chandaṃ) — a bhikkhunī who has been suspended (ukkhittā) by a unanimous Saṅgha in accordance with the Dhamma, the Vinaya, and the Teacher's instruction?

— On account of the matter that the bhikkhunī Thullanandā, without having obtained the consent of the Saṅgha that carried out the act, and without knowing the wish of the group, reinstated a bhikkhunī who had been suspended by a unanimous Saṅgha in accordance with the Dhamma, the Vinaya, and the Teacher's instruction.
There is one laying-down (paññatti). Of the six origins of offenses (āpattisamuṭṭhāna), it arises through one origin (as in the Dhuranikkhepa rule).
