[796] "Where was the saṅghādisesa (saṅghādisesa) laid down, on account of reinstating (osāraṇa)—without having consulted the Saṅgha that performed the act (kārakasaṅgha) and without knowing the wish of the group—a bhikkhunī who had been suspended by a unanimous Saṅgha in accordance with the Dhamma, in accordance with the Vinaya, in accordance with the Teacher's instruction?"
"It was laid down at Sāvatthī."
"Concerning whom?"
"Concerning the bhikkhunī Thullanandā."
"On what matter?"
"On the matter that the bhikkhunī Thullanandā, without having consulted the Saṅgha that performed the act and without knowing the wish of the group, reinstated a bhikkhunī who had been suspended by a unanimous Saṅgha in accordance with the Dhamma, in accordance with the Vinaya, in accordance with the Teacher's instruction."
There is one laying-down (paññatti). Of the six origins of offenses (āpatti-samuṭṭhāna), it arises through one origin (as in the Dhuranikkhepa [rule]).
