"It was laid down at Sāvatthī."
"Concerning whom?"
"Concerning several bhikkhunīs."
"On account of what matter?"
"On the matter that several bhikkhunīs asked a question of a bhikkhu from whom leave had not been obtained."
There is one laying down (paññatti). Of the six origins of offenses (āpattisamuṭṭhāna), it arises through two origins (as in the Padasodhamma rule).
