[176] For one who, not having seen, knowingly speaks falsehood, saying "I saw," there is an offense (āpatti) entailing expiation (pācittiya) by three modes: before speaking, he knows, "I shall speak falsehood"; while speaking, he knows, "I am speaking falsehood"; having spoken, he knows, "Falsehood has been spoken by me."
For one who, not having seen, knowingly speaks falsehood, saying "I saw," there is an offense entailing expiation by four modes: before speaking, he knows, "I shall speak falsehood"; while speaking, he knows, "I am speaking falsehood"; having spoken, he knows, "Falsehood has been spoken by me"; misrepresenting his view.
