[300] Bhikkhus, there are these two who are worthy of a stūpa (thūpāraha). Which two? A Tathāgata, accomplished and fully self-enlightened (arahaṃ sammāsambuddho), and a wheel-turning monarch (rājā cakkavattī). These, bhikkhus, are the two who are worthy of a stūpa.
