[154] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in the Jeta Grove, in Anāthapiṇḍika's park. Now at that time the bhikkhunīs of the group of six, having had the hair removed at the private parts (sambādha), bathed naked together with courtesans at the same ford in the river Aciravatī. The courtesans criticized, complained, and spread it about, saying: "How can bhikkhunīs have the hair removed at the private parts, just like householder women who enjoy sensual pleasures?" The bhikkhunīs heard those courtesans criticizing, complaining, and spreading it about. Those bhikkhunīs who were of few wishes … they criticized, complained, and spread it about, saying: "How can the bhikkhunīs of the group of six have the hair removed at the private parts?" …
"Is it true, as they say, bhikkhus, that the bhikkhunīs of the group of six have the hair removed at the private parts?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "Bhikkhus, how can the bhikkhunīs of the group of six have the hair removed at the private parts? This, bhikkhus, is not for the arousing of confidence in those without confidence … And thus, bhikkhus, let the bhikkhunīs recite this training rule (sikkhāpada):
"Should any bhikkhunī have the hair removed at the private parts, there is an offense of expiation (pācittiya)."
