[318] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in the Jeta Grove, in Anāthapiṇḍika's monastery. Now at that time the bhikkhunī Thullanandā, without relinquishing her dwelling (āvasatha), set out on a wandering tour. Then at that time the dwelling of the bhikkhunī Thullanandā caught fire. The bhikkhunīs said thus: "Come, ladies, let us carry out the goods."
Some said thus: "We will not carry them out, ladies; whatever is lost, she will charge it all against us."
The bhikkhunī Thullanandā, having returned again to that dwelling, asked the bhikkhunīs: "Ladies, did you carry out the goods?"
"We did not carry them out, lady."
The bhikkhunī Thullanandā criticized, complained, and spread it about: "How indeed can the bhikkhunīs, while the dwelling is burning, not carry out the goods?"
Those bhikkhunīs who were of few wishes … criticized, complained, and spread it about: "How indeed can the lady Thullanandā, without relinquishing her dwelling, set out on a wandering tour?" …
"Is it true, as they say, bhikkhus, that the bhikkhunī Thullanandā, without relinquishing her dwelling, sets out on a wandering tour?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How indeed, bhikkhus, can the bhikkhunī Thullanandā, without relinquishing her dwelling, set out on a wandering tour? This, bhikkhus, is not for the confidence of those without confidence …
"And thus, bhikkhus, let the bhikkhunīs recite this training rule:
"Should any bhikkhunī, without relinquishing her dwelling, set out on a wandering tour, it is an offense entailing expiation (pācittiya)."
