[429] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's monastery. Now at that time the bhikkhunī Thullanandā ordained the trainee nun (sikkhamānā) Caṇḍakāḷī — one who socialized with men, who socialized with youths, who was violent-tempered, a rainer-down of sorrow.
Those bhikkhunīs who were of few wishes … criticized, denounced, and spread it about, saying: "How indeed can the lady Thullanandā ordain the sikkhamānā Caṇḍakāḷī — one who socializes with men, who socializes with youths, who is violent-tempered, a rainer-down of sorrow?" …
"Is it true, as they say, bhikkhus, that the bhikkhunī Thullanandā ordains the sikkhamānā Caṇḍakāḷī — one who socializes with men, who socializes with youths, who is violent-tempered, a rainer-down of sorrow?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked her: "How indeed, bhikkhus, could the bhikkhunī Thullanandā ordain the sikkhamānā Caṇḍakāḷī — one who socializes with men, who socializes with youths, who is violent-tempered, a rainer-down of sorrow? This, bhikkhus, is not for the arousing of confidence in those without confidence … And thus, bhikkhus, let the bhikkhunīs recite this training rule:
"Whatever bhikkhunī should ordain a sikkhamānā who socializes with men, who socializes with youths, who is violent-tempered, a rainer-down of sorrow, incurs an offense entailing confession (pācittiya)."
