Cittuppādakaṇḍa

[20] What on that occasion is volition (cetanā)? The volition, the intending (sañcetanā), the state of having intended (sañcetayitatta), born of contact with the corresponding (tajja) mind-consciousness element (manoviññāṇadhātu), that there is on that occasion — this is the volition on that occasion.
