Abhidhammapiṭaka · Dhammasaṅgaṇī · Vol. 34 · Section 298

[298] Which on that occasion is the power of lack of moral dread (anottappa-bala)? That whereby on that occasion one does not dread what ought to be dreaded, does not dread the attainment of evil, unwholesome phenomena (dhammā) — this on that occasion is the power of lack of moral dread.
