[731] Which phenomena (dhammā) are subject to the fetters (saññojaniya)?
Wholesome (kusala), unwholesome (akusala), and indeterminate (abyākata) phenomena that are accompanied by taints (sāsava), belonging to the sense sphere (kāmāvacara), the form sphere (rūpāvacara), or the formless sphere (arūpāvacara): the aggregate of form (rūpakkhandha) … the aggregate of consciousness (viññāṇakkhandha) — these phenomena are subject to the fetters.
Which phenomena are not subject to the fetters (asaññojaniya)?
The unincluded (apariyāpanna) paths (magga), the fruits of the paths, and the unconditioned element (asaṅkhatā dhātu) — these phenomena are not subject to the fetters.
