[219] Whatever phenomena (dhammā) are unincluded with the phenomena that are mind (citta) by inclusion in the aggregates (khandhasaṅgaha), unincluded by inclusion in the sense bases (āyatanasaṅgaha), unincluded by inclusion in the elements (dhātusaṅgaha); whatever phenomena [are unincluded] with those phenomena — those phenomena are unincluded by four aggregates, by eleven sense bases, and by eleven elements.
