[1195] For whomever, wherever, verbal formation (vacīsaṅkhāra) will arise, will mental formation (cittasaṅkhāra) cease for him there?

Or rather: for whomever, wherever, mental formation will cease, will verbal formation arise for him there?
At the moment of the arising of the final mind (pacchima-citta); for those immediately after whose mind (citta) a final mind without thought-conception (vitakka) and without discursive thought (vicāra) will arise; for those attained to the second jhāna, the third jhāna, the fourth jhāna — for them, there, mental formation will cease, but verbal formation will not arise for them there. For those attained to the first jhāna, for beings of the sense sphere (kāmāvacara), for the other beings of the form sphere (rūpāvacara) and the formless sphere (arūpāvacara) — for them, there, mental formation will cease, and verbal formation will arise.
