[311] Where the eye base (cakkhāyatana) arises, does the dhamma base (dhammāyatana) arise there?

Or rather, where the dhamma base arises, does the eye base arise there?
Among the non-percipient beings (asaññasatta) and in the immaterial (arūpa) [plane], the dhamma base arises there, but the eye base does not arise there; in the five-constituent [plane] (pañcavokāra), there both the dhamma base arises and the eye base arises.
