Yes.
Or rather, for one whose ear base has ceased, does that one's eye base cease?
For all those who are being reborn, and for those without eye who are passing away, their ear base has ceased, but their eye base does not cease; for those with eye who are passing away, both their ear base has ceased and their eye base ceases.
